Stage 5: Cloud Connector Automation

Run this stage manually, only after the customer dataplane is up

Do not run the onboarding stages strictly in order. Bring up the customer's dataplane manually first, and only then start Stage 5 to create the Cloud Connector. Starting Stage 5 before the dataplane is ready will result in a Cloud Connector that doesn't work as expected.

Stage 5 Overview: This stage launches the Cloud Connector EC2 instance into the subnet created in Stage 2, optionally allocates an Elastic IP and enables termination protection, adds the backend route to the route table, and disables the instance's source/destination check.
